Scheme Development

RABQSA Industry Services focuses on the technical aspects of scheme development and manages the RABQSA Scheme Committee (made up of Chairpersons of each SSC) and each Sub-Scheme Committee (SSC).


The role of the Scheme Committee is to assist RABQSA in four key areas:

  • key stakeholder engagement;
  • ongoing review of scheme requirements;
  • advice on RABQSA policies and procedures; and
  • independent review of Complaints and Appeals.

The role of each Sub-Scheme Committee is to:

  • provide key stakeholder engagement;
  • develop certification requirements for a specific scheme or schemes;
  • identify requirements for maintenance of certification;
  • provide advice on methods for examination of defined competencies; and
  • provide validation of certification requirements to ensure ongoing relevance to industry.

When a need for a new personnel certification scheme is identified, RABQSA establishes a Sub-Scheme Committee to develop the certification requirements for that scheme.

The SSC manages the development of a personnel certification scheme from conception to implementation. Each SSC has as wide a representation as possible from industry, government, regulators, training providers and other stakeholders. This gives a breadth of scope and diversity of interests to the scheme development.

The SSC is responsible for ensuring that RABQSA has Certification Requirements for the scheme, including defined competencies and methods of examination of those competencies, based on current standards, practices and industry expectations for the certified personnel.
