Key Business Objectives
Extracted from the Y2008-9 RABQSA International Business Plan:

RABQSA International:

  1. Maintain effective governance through the application of the RABQSA Articles and By-laws, adherence to USA and Australian regulatory, legal and accounting practice, Directors’ engagement, and Board and management oversight. The Board will convene on five occasions in the 2008-9 period or as determined by the Chairperson.
  2. Achieve the prescribed management and financial objectives.
  3. Effectively and efficiently market, design and develop, and deliver to the marketplace relevant and valued e-based personnel and training certification services, specifically The Americas and Asia regions
  4. Exploit opportunities realized from Project HORIZON - the establishment of formal cooperation arrangements with like organizations that will provide for mutual benefit and strategic opportunities for market penetration and growth.
  5. Operate and develop three principal offices; Sydney, Milwaukee and Athens.
  6. Establish, develop and operate two additional principal offices.
  7. Validate business performance and customer service standards.
  8. Develop and improve personnel performance through the application of directed training, and improved internal communication, supervision and leadership, ensuring that all personnel are competent, committed and motivated to perform their duties.

Corporate Management Objectives

Engagement:

  1. Engage and contribute to key international forums; ISO, CASCO, IAF, ASQ, IPC, Standards-writing bodies and associated working groups, specific to the promotion and investment in competency-based third-party personnel and training certification.
  2. Participate in national and international seminars/forums related to business development, client and stakeholder liaison and engagement, and/or opportunity marketing.
  3. Maintain membership of the:
    – Independent Association of Accredited Registrars (IAAR);
    – International Personnel Certification Association (IPC);
    – The Australian Association of Accredited Certification Bodies (AACB);
    – IAF and the CAB industry working groups as appropriate; and
    – The ASQ International Task force.
  4. Exploit opportunities for engagement and promotion of third-party personnel and training certification.
  5. Maintain, develop, and continue to provide effective and efficient marketing and office services from the RABQSA International Offices, in accordance with the respective Heads of Agreement.
  6. Conduct the bi-annual key stakeholder and internal customer service audit.

New Business:

  1. Establish a Strategic Development Council, comprising of the CEO, Executive Directors, Directors, and other personnel and specialists as appropriate, as the principal medium for the development of specific plans of action relating to business development and operations.
  2. Win the required number of personnel and training certification schemes and supporting products sales, to achieve the business development income objectives.
  3. Develop, maintain and promote strategic (customer focused) initiatives that will support the certification and re-certification (customer retention) of persons and training providers.
  4. Exploit strategic initiatives within Project HORIZON (new Principal and International Offices program), ASQ, IPC and like organizations, that offer mutual and sustained benefit.
  5. Identify and exploit strategic initiatives with the RABQSA Principal Offices, International Offices and other like bodies, which offer mutual and sustained benefit.

Communications:

  1. Maintain and develop the RABQSA web site, and related multi-lingual functioning, including interface with the DMS.
  2. Produce and e-distribute the e-based media services; e-momentum*, news releases, technical advisory notices, bulk email release and associated marketing documentation.
  3. Win the required number of advertisement sales to achieve the advertising financial objective.
  4. * Note: e-momentum will transition to a more innovative medium 'e-blog'.
  5. Manage and produce the PAAS Master® and Exemplaar® reports as a result of product sales.
  6. Design and develop marketing documentation and related artwork.
  7. maintain the business development, key customer, and certified personnel and training provider communication databases.
  8. Compile the RABQSA Bi-MOnthly KPO Log (Customer Service).

Industry Services:

  1. Design and develop personnel and training certification schemes, to include the establishment, management and coordination of the RABQSA Scheme Committee and Sub-Scheme Committees as appropriate.
  2. Maintain, develop and implement, as appropriate, a ‘fast track’ scheme design option i.e. the ‘Coles Myer’ model.
  3. Maintain JAS-ANZ and/or IPC ISO/IEC 17024:2003 accreditation for scheme and scope of current certification, to include new competency-based schemes that prescribe accreditation.
  4. Implement Project TEMPLE (new Principal Office start-up program) as directed.
  5. Establish , implement and conduct the RABQSA internal audit program; accreditation, certification services, finance and administration, web site and customer service.
  6. Operate, develop and improve scheme design (systems, processes and procedures).
  7. Compile the RABQSA Bi-Monrthly KPO Log (Scheme Development).

Support Services:

  1. Maintain and develop, in support of Principal Office operations, one (common) e-based Data Management System (DMS), Business Management System (BMS), and supporting IT infrastructure, hardware, and software systems, to include service and maintenance contracts, and licenses as appropriate.
  2. Manage and apply the finance AS400 system and related monthly financial reporting, to include the continued rationalization and improvement to the finance system to accommodate international e-based operations.
  3. In liaison with the CEO, administer the RABQSA Investment fund, company insurances and banking/credit arrangements in Sydney and Milwaukee.
  4. Maintain and operate the RABQSA Payroll System.
  5. Maintain the RABQSA Personnel Policy Manual and establish common Employment Offers, Employment Agreements (Terms and Conditions) and Service Contracts, across each Principal Office.
  6. Establish and operate the 2008 Service Agreement with ASQ to incorporate the Milwaukee, Athens and Sydney (and potential Rio de Janeiro and Seoul) Offices as appropriate. Maximize common services; HR, IT, Data Management, Office Services etc.
  7. Establish and maintain RABQSA Service Contracts for all external contracted services, including Consultants and Taining Evaluators.
  8. Provide administrative support to the Board of Directors.
  9. Compile the RABQSA Bi-Monthly KPO Log.

Principal Office

  1. Win the required number of personnel and training certification schemes , and supporting products sales (PAAS Master® and Exemplaar® examinations, and select QSA products), to achieve the Principal Office business development income objectives.
  2. Maintain and grow YE2007 personnel and training certifications.
  3. Increase the Office YE2007 gross margin.
  4. Maintain and develop major client relationships.
  5. Manage the delivery of RABQSA services from the Principal Office into the respective market region, to include adherence to the BMS and related policies and procedures, and the RABQSA Customer Service Charter.
  6. In liaison with Industry Services, maintain ISO/IEC 17024:2003 accreditation for the primary management system auditor certification schemes; QMS, EMS, FS, NFSA, DS and OHS, to include new competency-based schemes that prescribe accreditation.
  7. Implement Project MENTOR (new Principal Office mentoring program) as directed.
  8. Manage the International Offices directly reporting to the Principal Offfice to include the establishment of additional international offices, specifically Canada and Mexico, within the local region on an opportunity basis in accordance with the RABQSA International Service Model and respective Head of Agreement for each office.
  9. Maintain application processing times in accordance with the standard prescribed in the RABQSA Customer Service Charter.
  10. Resource and operate new schemes on release to the market.
  11. Continue to improve Examiner and Evaluator competence and customer service standards.
  12. Manage the Office infrastructure and associated resources to achieve maximum service efficiency.
  13. Compile the RABQSA Bi-Monthly KPO Log.
